Delhi Govt has now banned sale and purchase of plots in unauthorized colonies that are about 1500 in number. Although sale deed or registration of such plots was also not exercised even before this order, now the sale- purchase of these plots can’t be done through general power of attorney after the ban. This is because some people are selling plots that are being made for residential and/or commercial purposes on agriculture land and are thus being benefitted. Responsibility of Patwaris and SDMs are fixed to control such like illegal constructions on agriculture land lying vacant inside these unauthorized colonies. They have been asked to take action within three days if such incidence comes in their notice.
There are 1639 unauthorized colonies which exist at this time in Delhi that are being considered to be regularized. Out of them about one thousand colonies have even received provisional certificates. There are still many colonies in this lot which have other obstacles as well yet to be regularized. There are some colonies where sufficient number of constructed houses are not as per the Govt directions and even agriculture land is also lying there. Such agriculture land is being converted into plots to construct houses. Property dealers have inflated the price into double. Ashok Walia,minister of urban development says, “Builders and property mafias are trying to get benefit through the procedure of regularization of these colonies. This is the reason why the ban is made. It is now said that the power of attorney on the sale- pucrhase of houses of these colonies will not be made. The deputy commissioners of Delhi Govt have issued an order to their revenue staff stating that they will stop all such illegal construction immediately. It is also said in the order that every Patwari will visit his area fortnightly and if they find any illegal construction is being done in his area they will inform their concerned SDMs. It is also mentioned in the order that if any field staff is found careless in his work, action will be taken against him.
